The City's Program

Why the City of Lewisville Requires Annual Backflow Testing

Lewisville treats and delivers drinking water to homes and businesses across the city, and protecting that supply from contamination is the goal of its Cross-Connection Control Program. Backflow prevention keeps non-potable water — from irrigation lines, boilers, chemical systems, and similar sources — from reversing direction and entering the public water system.

Backflow happens in two ways. Backsiphonage occurs when pressure in the public main drops, such as during a water main break or peak demand, and water is pulled backward. Back pressure occurs when a connected system like a pump or boiler pushes water back toward the main. Either can pull contaminants into the drinking water supply.

Under Lewisville's ordinance (Chapter 16, Article VII, Sec. 16-351), the city's program is designed to isolate potential contaminants within a customer's system, eliminate cross connections, and maintain a continuing program of cross-connection control. Where the Director of Public Services determines a backflow assembly is required (Sec. 16-353), the property owner must install it at their own expense and keep it tested and maintained.

Every required assembly must be:

  • Tested when first installed
  • Tested after any repair
  • Tested after relocation
  • Tested at least once per year thereafter

Because these assemblies contain moving mechanical parts, annual testing verifies they still protect the public water supply. For more background on how Texas regulates this, see our TCEQ Backflow Requirements page.

What's Required

Backflow Compliance in Lewisville

Staying compliant in Lewisville means more than just having your device tested. The city requires that:

  • Testing be performed by a TCEQ-licensed Backflow Prevention Assembly Tester (BPAT)
  • The tester be registered with the City of Lewisville through the MyGovernmentOnline portal
  • Reports be submitted electronically through BSI Online within 10 days of the test
  • The $25 city filing fee be paid per submission
  • Devices be repaired or replaced if they fail testing

Why Tester Credentials Matter

Reports are rejected if the tester isn't currently registered with Lewisville or has expired credentials — including an expired BPAT license, a missing Texas Fire Sprinkler Certificate of Registration (required for fire DCDAs), or an out-of-date gauge calibration report.

Our technicians keep their Lewisville registration and credentials current and submit your report correctly the first time.

Consequences of Non-Compliance

What Happens If You Don't Stay Compliant?

Lewisville takes cross-connection control seriously, and the ordinance carries real consequences.

Under Sec. 16-357, a violation is a misdemeanor punishable by a fine of $100 to $1,000, with each day treated as a separate offense. The city can also recover any expense, loss, or damage caused by the violation, along with attorneys' fees and court costs.

Separately, the city can discontinue water service to a property if a required backflow assembly is not installed, tested, and maintained, or if a device has been removed, bypassed, or an unprotected cross connection is found.

Keeping your annual test current is far cheaper and simpler than dealing with fines or a service shutoff — and we send reminders before your next test is due so it never lapses.

High-Hazard Protection

RPZ Testing in Lewisville

Reduced Pressure Zone (RPZ) assemblies offer the highest level of protection against contamination. Because RPZ assemblies use relief valves and multiple check valves, the city requires annual testing to confirm they operate correctly.

Atlas Backflow Testing performs RPZ testing throughout Lewisville with calibrated equipment and a current gauge calibration report on file. We submit the completed test to BSI Online within the city's 10-day deadline.

RPZ Assemblies Are Commonly Required For:

  • Commercial and industrial buildings
  • Restaurants and food service facilities
  • Medical facilities
  • Manufacturing facilities
  • Multi-tenant and multi-family properties
  • High-hazard water connections
Do You Need Testing?

Who Needs Backflow Testing in Lewisville?

The City of Lewisville typically requires a backflow prevention assembly — and annual testing — when a property has any of the following.

Irrigation Systems Landscape irrigation connected to city water generally requires annual testing. Most residential and commercial properties with a sprinkler system need testing.
Fire Sprinkler Systems Fire line assemblies (including DCDAs) require specialized testing and, for the tester, a Texas Fire Sprinkler Certificate of Registration.
Boilers, Pumps & Auxiliary Supplies Equipment that can create back pressure requires backflow protection between the auxiliary system and the city main.
Commercial & Industrial Facilities Many commercial properties require premise-isolation backflow assemblies in addition to point-of-use assemblies on specific equipment.
Multi-Family Properties Apartment complexes and multi-family properties commonly require backflow assemblies to protect the public water system.
Cross Connections Any property with an actual or potential cross connection may require an assembly, as determined by the Director of Public Services under the city's program.
Failed Tests

What Happens If Your Backflow Device Fails?

If your assembly fails testing, we explain exactly why and walk you through the options. In many cases the assembly can be repaired on the spot. If replacement is the better long-term choice, we provide upfront pricing before any work begins.

Once repairs are complete, we retest the assembly and submit the passing report to BSI Online within the city's deadline. You receive confirmation and can stay ahead of any further notices.

Common Questions

Frequently Asked Questions

  • How often is backflow testing required in Lewisville?

Most assemblies must be tested at least once per year (Code of Ordinances Sec. 16-355). New, repaired, or relocated assemblies must also be tested before being placed back into service.

  • How are backflow reports submitted in Lewisville?

Lewisville uses BSI Online (Backflow Solutions, Inc.) to administer its Cross-Connection Control Program. Completed reports must be submitted electronically through BSI Online within 10 days of the test date.

Note: this is different from Fort Worth, which uses VEPO Envirotrax. If your tester submits to the wrong system, your report will not be accepted.

  • Is there a fee to submit a backflow test in Lewisville?

Yes. The City of Lewisville charges a $25 filing fee per test submission through BSI Online.

  • What if my backflow assembly fails testing?

Most failed assemblies can be repaired. We explain the failure, provide upfront pricing, and complete repairs on-site whenever possible. After repairs, we retest the assembly and submit the passing report to BSI Online before the 10-day deadline.

  • What happens if I don't get my assembly tested?

Under Sec. 16-357, violations are a misdemeanor with fines of $100 to $1,000 per day, and the city can discontinue water service to the property until the requirement is met. The city can also recover attorneys' fees and court costs.

  • Do I need an RPZ or a Double Check Assembly?

It depends on the hazard level and how the property is used. The Director of Public Services determines the required level of protection under the city's program. In general, higher-hazard connections (boilers, chemical feeds, certain commercial uses) require an RPZ, while lower-hazard connections may use a DCVA or PVB.

  • Can Atlas submit my report to the City of Lewisville?

Yes. We file completed test reports electronically through BSI Online, the city's required reporting system, within the 10-day deadline. You don't need to manage the submission or track the paperwork.
